"Telegram does not rely on Russian capital," Durov wrote, effectively dispelling rumors that have fueled concerns about the company’s ties to Russia. 

The company’s recent $1.7 billion bond issuance saw absolutely no participation from Russian investors, reinforcing the message that Telegram's financial foundation is independent of Russian capital.

This clarification comes in the wake of reports about Telegram’s $500 million Russian bonds being frozen due to Western sanctions, as reported by The Financial Times. 

The bonds, issued in 2021, were largely repaid, and Durov emphasized that they are not a cause for concern moving forward.
